Should restaurants charge customers for food left on the plate?

A few restaurants have started charging customers a small fee for wasting food. In buffets especially, large quantities of food are thrown away for the sake of patrons whose eyes are bigger than their stomachs. In the interest of preventing waste, should there be a fee for too much leftover food?
