By Beverly Taylor Yes it can. As I read that Women's rights(as least somewhat) is supported by the religion itself as a manner of fact. Women in Islamic countries are treated quite badly usually because of the culture. That includes driving in this case. So as long as the Saudi government doesn't gets enlighten realization that its necessary to give women more rights in their country, reform wouldn't happen.
