You might find that definition varies a lot and the threshold among women is probably a lot lower than it is among men. Don't assume...you know what they say about assuming, right? Yes...this is why it is important to get people to vote. democrats outnumber republicans, according to national registration stats, 6 to 1. The problem is dems cant seem to get off their backsides to vote. If they would, we would hardly ever see republicans in office. If you don't vote, then you are the problem (that's a generic "you" btw)
To me, that would be harassment. One doesn't need to have an outward expression to appreciate a woman, man, or anything else for that matter. You can say something very quietly to yourself if you feel the need to say something. There is no reason to yell something out or to make a noise...that is a choice on your part.
